If I go to Tools, Rules and select the rule under Run Now, it works. So I thought, ok, maybe marking an email as read is a client-side only activity. It could also indicate a corruption in the send/receive settings file (srs-file) of Outlook. if you had a rule in your mb and did not have it turned on...
