Sometimes restarting the VSS services will bring it back on, other times you'll need to enable and start telnet, go in, and get all vssadmin on it's ass. You are still trying to achieve the same thing. Check This Out and though you've probably done it already, a chkdsk /f has resolved odd problems like this.
