I think it was just on by default).I'm on 5.1.1 also. I was trying to find any info about this and I found other people having the same problem...just recently also. They'll be in the notifications pull-down, but no on-screen alert. Open it and keep switching to it periodically throughout the day.

If it still happens in no substrate mode, then you probably have something that is throwing it off in your notifications settings, if it doesnt, then you know a tweak is News & Disc.

Same for alerts. I did delete all 4 of them and then just added them in again and it still did this. No reminders were triggered. I got the reminders app to work by going into the settings and turning on iCloud syncing for Reminders, and then opening Reminders again. Then, in Settings > Reminders > Default List, I selected iCloud Reminders. I'll try turning it off.I just went into Reminders to set up a test (before turning off iCloud) and it started syncing.
